PANEL: What role should local authorities play in unlocking regional prosperity?

The cancellation of HS2 beyond Birmingham, levelling up funding being a “lottery” to apply for and increasing costs meaning it is often not enough to finance projects to their conclusion – improving regional prosperity in the North of England doesn’t feel any closer for many areas. Are local authorities, experts in their own communities, the key to unlocking regional development and better infrastructure delivery? What are the partnerships that need to be forged to achieve better regional equality? What does increased devolution mean in reality?  What are the financial models needed to fund a model for increased regional prosperity?
