Borrowing – a ticking timebomb for local government finances?

The Government has commissioned reviews of a number of authorities with high levels of borrowing. Dan will look at accounts data to consider what the signs of financial stress are in respect of borrowing and capital health. As councils become more cash-strapped how is internal and external borrowing changing? Will more authorities be at risk of s114 notices due to high levels of borrowing as interest rates rise?

PANEL SESSION Financing levelling up - what will inflationary pressures and the cost of living crisis mean for creating better regional equality?

After a period of uncertainty, levelling up seems to be back on the central government agenda. With recent confirmation of plans to continue with Northern Powerhouse Rail and HS2 to Manchester and further devolution in the North East there is there is a lot of talk about creating more regional equality. But how will these projects be financed and is there the political will to do so? What impact is devolution having on creating economic prosperity? Does the cost of living crisis make levelling-up even more crucial?
