Room151’s LGPS Summit & Dinner – Future directions & investment priorities

Patrick manages the treasury management function for Westminster, Hammersmith and Fulham, Kensington and Chelsea and Bexley. In addition to the treasury function he is responsible for pension fund governance and manages the pension board for each authority.

Elizabeth serves as Independent Investment Advisor to the Bedfordshire Pension Fund and as an Independent Research Analyst for the Greater Gwent (Torfaen) Pension Fund.   She brings a background in banking, capital markets and corporate finance to her work in investment management and portfolio analysis.  With pooling, she finds increasing commonalities between corporate finance and managing LGPS fund assets, particularly in the areas of governance, oversight, accountability and responsible investment / ESG. 

Elizabeth began her career at Lehman Brothers in New York and moved to London in the late-1990s.  Subsequently she worked at Goldman Sachs International and GE Capital, where she did M&A for its European commercial finance business.

Elizabeth is a governor of two state secondary schools in London, both of which are LGPS employers.  As chair of the Finance & Premises committee for one, she tends to regard management of LGPS funds from an employer /employee’s viewpoint as well as that of an investment professional.

Elizabeth graduated from Yale University with a BA in Comparative Literature (German and French).

Beverley is Founder and Managing Partner of Clean Growth Investment Management, a venture capital fund manager that  invests in the UK’s most promising early stage cleantech companies that have the potential to significantly reduce greenhouse gas emissions. She is also CEO of Carbon Limiting Technologies (2006), a cleantech consultancy for corporates, financiers, government officials and SMEs. Prior she was she was a founder and Vice President, Shell Technology Ventures. 

Beverley is a thought leader in early stage cleantech investments and commercialisation with over 40 years’ experience in the international energy sector. She specialises in accelerating innovation to market and scaling companies by providing strategic insights, developing industry partnerships and identifying novel ways to overcome barriers to entry. Her ambition is to create a better, sustainable world and she firmly believes that this will be achieved through climatetech innovation playing a transformative role in the global economy. In 2023, Beverley was awarded an OBE by His Majesty King Charles III for services to Net Zero innovation. She is a NED and Chair of Investment Committee at Great British Energy and previously an independent member of the UK’s cross-government Net Zero Innovation Board chaired by the chief science advisor, Dame Angela McLean. Beverley is a Fellow of the Energy Institute. She holds a BSc in Mining Geology from University College Cardiff.

Richard spent his main career in Local Government, working in 8 Local Authorities in London and the South East. Richard became Chief Executive and Director of Finance at the London Borough of Richmond in 1988 and became Managing Director of London Borough of Hammersmith and Fulham in 1999. He left there in 2002 to commence his own consultancy business.

Richard was on the Council of Cipfa (16 years) and remains on the Council of IRRV (30 years).

He lectures and writes widely on Local Government issues, mainly on Management and Finance.

Since commencing his own business he has been Interim Director of Finance and Chief Executive for a number of authorities of all sizes and the National Union of Students. He has worked for 5 Government Departments and carried out a range of Investigations and Inquiries.

He was recently Executive Director Finance and Resources for a Children’s Services and Education Company .

Richard is a past president of the Society of London Treasurers, Society of Metropolitan Treasurers and Institute of Rating Revenues and Valuation. He made a return for a second term  as President of IRRV  in 2014.

Sally is an actuary with extensive executive, advisory and non-executive experience across pensions and investment, spanning the private and public sectors. She served as a non-executive director on the board of Impax Asset Management Group plc from 2015 and as Chair from 2020 until 2024. Sally’s impact as Chair at Impax was highlighted in 2023 when she won Non-Executive Director of the Year (FTSE AIM category) at the NED Awards in London. The award particularly recognised her leadership on sustainability, governance, diversity & inclusion, and stakeholder management.

Sally is Chair of the Development Bank of Wales, and has experience as a trustee and non-executive director includes Investment Committee Chair at Nest, and Chair at Local Pensions Partnership Investments, the latter from its inception in 2015 through to 2023. She serves on the boards of two insurers, Pension Insurance Corporation and RSA, and as Chair at BelleVie Care.

Sally strong interest in stakeholder relations is reflected across multiple roles, including her current position as Honorary Group Captain in 601 Squadron of the Royal Auxiliary Air Force, providing insights from business and finance to the senior leadership team at the Royal Air Force.

William has worked in institutional asset management for 40 years, including three spells in Tokyo.  Since 2009 he has been advising public sector funds and currently acts as independent advisor to three LGPS funds.  He also acts as independent chair of the Lancashire County Pension Board.  He has a Masters in Finance from the LBS, and is Director of Linchpin Advisory Limited, providing advisory services on investment and governance.   William has three millennial and one Generation Z children and lives with his wife in Kent.  Outside work he plays bridge competitively and spends most of his spare time looking after and occasionally sailing a 55-year-old wooden boat on the River Medway.

John is Independent Advisor for Governance and Investment to the Pension Funds of the London Boroughs of Barking & Dagenham, Haringey, and Waltham Forest. John is also Independent Chair of the Merseyside Pension Board and is  Advisor to the Nottinghamshire Pension Board.

John has also provided support to a number of other LGPS Funds and other LGPS stakeholders including Asset Managers.

John was previously Head of two LGPS Funds and a Chief Officer in local government for approximately twenty years. This included appointments as Director of Finance/Chief Finance (Section 151) Officer of both a London Borough and County Council.

John is Qualified CIPFA Accountant, holds the Investment Management Certificate of the CFA UK, a MBA (with distinction) in Public Service Management from the University of Stirling, and a BA in Ancient and Medieval History from the University of Sheffield.

John has been a frequent panellist and moderator at both Investment and Local Government Pension Scheme conferences and seminars.

Jill recently joined Redington as Head of LGPS to support them with understanding the LGPS landscape and to develop closer relationships with funds and key stakeholders.

Jill worked as AD, Investments at the West Midlands Pension Fund, initially covering the broad spectrum of finance and investments for the Fund including investment strategy before moving to focus on responsible investment and investment partnerships.

Previously, working as Head of Financial Services at LB Hackney for 12 years managing all aspects of the Pension Fund and other financial services. She worked closely with others on setting up the investment pooling company, London CIV, before moving to the company as Head of Client Relations.

Previously, Jill worked for over 20 years as a fund manager concentrating mainly on equities but also being involved in strategic asset allocation and derivatives.
